- the attached screenshot shows the launch configurations field when I navigated into a deployable project without being configured first
  -> I think this field content used to show in a status message, which would parse it and create a "settings" link
  -> however in its current location it's just showing as long plaintext

If you are using an Orion only server the message appears correctly, see the screen shot.

I was seeing it on orion.eclipse.org.  That being said, I'm now self-hosting and it looks like this area has changed with the latest content.  Previously that message was being displayed in the launch configurations field when the page was initially shown, and was then displayed again in the status area when the Deploy button was pressed.  However now it looks like that message is only displayed when the Deploy button is pressed, which shows in the status area correctly.

So it looks like there's nothing more to do here, closing report.
