Follow up on bug 455165 comment 10:
Don't display the plugin in the Preferences page for early startups (
IDEStartupPreferencePage) and so don't allow to enable/disable broken contribution - this simply doesn't do anything.

Disabling broken extensions is still useful IMHO. IIRC the code than a disabled extension is skip without any check so the user could avoid getting an error message (once Bug 457132) is fixed. 

Lets first fix Bug 457132 and than see if the disablement works.
