This API call is potentially very long running. It can take several minutes if migration is required. We should introduce a progress monitor and make it responsive to cancelation. Typically this is invoked from the indexer so we need to hand the monitor through in that case at least.

If this call is not responsive it can block the Orion server from shutting down if it is stopped soon after it starts.
