For what it is worth the instructions from Lars at http://blog.vogella.com/2014/02/21/using-eclipse-luna-on-ubunbu/ seem to help in my environment.

Basically setting the following:

export SWT_GTK3=0
export UBUNTU_MENUPROXY=0

I'm guessing this downgrades to using GTK2 which is unfortunate but makes the UI much more usable.

Can you still reproduce with Neon builds? I haven't seen these issues in very long time.

No response since this comment, closing this ticket now. Please reopen if the issue happens on 4.8 with GTK3.22.
