Steps:

1) Refresh WebIDE while you have some file selected in the editor e.g. /code/edit/edit.html#/cc/file/sbrandys-OrionContent/sbrandys%2520%257C%25202111DioRocks/app.js
It is important to not be in the project's root

2) Go to the RunBar and select a launch configuration
3) Try to toggle LiveUpdate or start/stop ---> it does not work

4) Select the project's root and wait till all confs are loaded in Deployment Information box
5) Try to toggle LiveUpdate or start/stop ---> it works now

I cannot make this happen with the steps in comment 0.  Since this was logged > a year ago I'm assuming it has been fixed in the meantime.  Closing report, please reopen if you see this again.
