When resizing eclipse, instead of all views / editors shrinking by the same 
percentage amount, the views should not move. 

For example, if there eclipse window is showing 1 editor and 1 view, when the 
window is resized horizontally, only the editor should change its shape, and 
the view should remain the same size. 

Said another way, if this was done in a bordered layout, the editor would be 
center, and the view would be left.

Good news: I believe this is the behaviour in 3.0. 
Bad news: I've filed Bug 69615 complaining about this behaviour.  :)
