Now that the Ant integration no longer makes use of the Xerces plugin and 
generally relies on the VM for a Xerces implementation, the warnings generated 
for the Ant classpath are not correct.

I have removed the Xerces warning support.

For Ant builds that occur in a 1.4 VM (same VM as Eclipse or separate) having 
Xerces on the classpath has no impact.
If the user sets to perform the build in a separate 1.3 VM, they will need to 
know to add the Xerces JARs.

Please verify the changes to AntClasspathTab, AntUIPlugin, 
IAntUIPreferenceConstants, AntClasspathBlock, AntClasspathPage, 
AntPreferencePage, AntPreferenceMessages
