See https://bugs.eclipse.org/bugs/show_bug.cgi?id=445888: when browsing the documentation from an external browser (at least Chromium), all links from the doc to external sites are blocked by the browser because the help content is inside a frame but most sites (including eclipse.org) return a 
X-Frame-Options=DENY header.

Change all links from our doc towards external pages to open in a new browser tab/window to workaround the issue.
