I downloaded the latest CVSNT version (2.0.11) and ran the automated tests. All
but one passed. I'm entering this bug to record this fact and offer a work around. 

The failure was due to a refresh of a merge subscriber (from a branch to HEAD)
when a new folder was added to the branch. The workaround is to perform a
Team>Update on the project in the Navigator. This will create (and prune) the
new directory but remember that it was there. The refresh of the merge
subscriber will then succeed.

And now the specifics of the problem. When we try to fetch the new directory, it
is first queried using the start tag (i.e. the version tag that was created when
the branch was created). This results in an error because there are no files in
the folder for that tag. We anticipate this error but need to query HEAD to see
if there are child folders in the folder. Unfortunately, the CVSNT server drops
the connection when the error occurs (whereas the Linux server will leave it
open and allow us to run subsequent commands).

Just for information purposes, the symptom of this problem is an exception in
the log with the message "Socket Exception: Connection reset".
