When activate the layouting mode in diagram representation and switch after to another view (for example "properties"), the layouting mode icone is grayed.

Steps to reproduce:
* Create or open an Entities diagra with Ecore Tools.
* Create and select a package
* Set the focus to a view (properties, outline, ...) 
* Clic in the editor to selected the diagram
* The LayoutingMode tabbar item is grayed.

We should check/review the enablement computation.

I get the same issue if the laouting mode is active.

If I select the diagram and then a view and after this I re-select the diagram, I do not have the grayed icon issue.

Since https://bugs.eclipse.org/bugs/show_bug.cgi?id=527109 the button is replaced by an item in a menu that can not be grayed out.

So the issue is now invalid.
