Reproducible with online Workbench Demo [1] and Controls Demo [2] in Firefox and Chrome. Works in IE11.
In both demos an error is shown in the Network tab (Firebug) when loading https://www.eclipse.org/birt/phoenix/examples/solution/TopSellingProducts.html:
