Same steps as reproduce as for https://bugs.eclipse.org/bugs/show_bug.cgi?id=442761

When the permission authority indicates that a DDiagram is locked, the 2 GMF Actions "Underline" and "Strikeout" should be disabled in the Appearance Tab of the Properties view
