Now that we have a new help and about pages, we can remove the old server side help feature and bundle.

Specifically we can remove:
bundles/org.eclipse.orion.server.help
features/org.eclipse.orion.server.help-feature

I have removed with commit:

I have also removed from the Web IDE launcher with client side commit:
