When the user selects "Arrange All" on the tabbar and then puts the focus to another view (outline view for example), the tabbar item disappear when he comes back to the diagram.

Step to reproduce:

- click on the diagram to select it
- click on "Arrange All" button, the arrow on the right
- click on the outline view to change the focus
- click on the diagram to retrieve the focus
- the "Arrange All" button disappear

The arrange menu was not identified / forgotten in bug 439338.
