The current release notes document is a long list of technical changes, some trivial change that will impact almost no-one, some really important ones that almost all users shoud be aware of. The current way the document is organized make it almost impossible for a user to distinguish what is important or not, what will be be the impact on him/her if s/he upgrades, and what action (if any) s/he must take to adopt a new version.

We should rethink the structure of the document with users/readers needs in mind, and allow us to highlight "New & Noteworthy" features and changes in each release without drowning the reader with heaps of details about minor code changes.

While not perfect (we'll certainly continue to tweak it), the new version just commited is already much better than before.
