This is an umbrella defect for getting ppc64le support into 4.4.1 builds.  It depends on a number of other changes happening first in the following projects:
rt.equinox.binaries
platform.swt.binaries
paltform.resources
platform.ui

Once the above changes are in, we can make final changes needed in these:
platform.releng
platform.releng.aggregator

I will be creating individual bugzillas for the other projects and listing them as dependencies here.
