To clarify: instead of a "Navigate" top-level menu entry with mixed entries for creating new representations and opening existing ones, we would have two top-level menus: * One named "Open", which lists only the existing representation on the selected element. * One name "New", which lists only the available actions to create new representations on the selected element.
