I logged in as the admin user after setting orion.auth.user.creation=admin

I wasn't able to find a link anywhere to create or manage users.

In the end I found https://wiki.eclipse.org/Orion/Server_admin_guide#Creating_and_deleting_users and was able to construct a link that seems to be working.

The user list page is not hooked into the Orion UI.

Once you login as admin you have to manually go to the URL http://localhost:8080/profile/user-list.html .
