Not sure why we do a substring here, need to determine if it is needed.  The result is discarded so we currently do the substring but do not used the actual value.  See bug 437234 comment 13

I don't think this is a bug that will show any behavioral issues.  If the filename passed in starts with '/' then we will end up with a URL with a double '/'.  e.g. file://somebase/path//pathtofile if "/pathtofile" is used.  Should fix this though to eliminate confusion.
