The e4 scripting project moved out of e4 to become its own project.
Not sure about the procedure here, but it would be great to move associated bugs from eclipse.e4/scripting to technology.ease/general.

Not sure about the closed bugs, but moving the open bugs would be great. If the closed bugs were moved too I guess we could delete the eclipse.e4/scripting component.

Mike, as the E4 PL could you +1 moving all the e4/scripting bugs to the Ease project?

Any committer can just move the bugs themselves as a matter of course. Further, it's been understood from the beginning that this functionality would grow and split from the incubator. The project leadership was involved in the process and has approved of the change.

I don't think that there's anything controversial here.

Matt, let's assume that project lead approval of the refactoring implies approval for moving the bugs.

If I'm wrong, it's on me.

We can disable email notifications if there are hundreds of emails, but doing this is global -- so while the move is happening, no one gets any notification.

Can this be done as a batch job or do I have to manually move every bug?

Webmaster can move in bulk.

Anyone can move in bulk.  Run a search to accurately find the bugs to be moved, and at the bottom of the search results, hit "Change Several Bugs at Once".  That's how we do it.
