After I've published the comments the comment in Gerrit looks like this:

I.e. the way it looks when UTF-8 is interpreted as ISO-Latin-1 and converted to UTF-8. 

Everything in my Eclipse is set to UTF-8 (default) running JDK 1.8

I also noted that after synchronize, the draft comment looks ok. It is the Publish Comments that mis-encodes stuff.

We won't have time to look into this in the near future, but the bug has been marked helpwanted to indicate that we would be happy to support a community contribution to resolve it.
