I also noted that after synchronize, the draft comment looks ok. It is the Publish Comments that mis-encodes stuff. I assume it works correctly when publishing through the Gerrit web UI? Feel free to submit a review. :) We won't have time to look into this in the near future, but the bug has been marked helpwanted to indicate that we would be happy to support a community contribution to resolve it.
