1. Set your orion.file.allowedPaths entry to allow linking to a folder on your hard disk (see [1])
2. From the Orion navigator, use File > New > Link to Server, provide the path to a folder, hit Submit.
3. Creating the project works, but it immediately takes you to an editor showing internal data about the project as JSON. I saw a buffer containing this:

(Also, these URLs do not even look right. The last 2 segments seem to be duplicated.)
