Translatable strings for Cloud Foundry are properly externalized into org.eclipse.orion.client.cf\web\cfui\nls\root\messages.js.

Using the Eclipse Babel Project Orion Pseudo Translations (http://build.eclipse.org/technology/babel/orion_language_packs/RC2/luna/luna.php#en_AA), Cloud Foundry Language Pack Plugin cannot be loaded. Note that language packs for other Orion plugins are loaded properly.

Maybe it's because Cloud Foundry is not using the same NL loading mechanism as the other Orion plugins?

Yes, this was basically the problem.
