Cache invalidation blues!

We need to do a better job of recovering from situations where our plugin metatadata has not expired however it still needs to be updated. 

Tactically we might add some logic on the editor page to better recognize when we've been prevented from rendering because of old metadata. In the connector between the service and plugin registry we might also be able to recognize some of these situations better.

This was fixed in the bug dealing with no caching for default plugin timeouts.
