The release review editor on the project management portal would be more useful if it allowed new sections to be added and default sections to be removed, if not applicable.

I'm curious to know what you'd add.

Would a free-form field be enough?

Just leave the sections you don't want to file empty and they don't get displayed.

It's more about organization of content. The laid out organization may not make sense for every project. Here is the Sapphire 8 documentation.

A general content field would be one way to address this. Perhaps instead of having discrete sections, the release review could be just a single giant text box with some template content pre-populated to correspond to the current sections.

I am thinking of the remove feature in conjunction with the clone feature that's entered separately. If certain sections don't apply, I don't have to ever see them again, making it easier to find the fields that I do care about.
