This is a debug UI issue, see the proposed patch.  Please reassign this bug to platform debug UI.

I don't think so. It got changed during 4.3. Try to check in the code.

Looking through the code it seemed to me that this was an effort to merge the two popupMenus extension elements into one.  Maybe then the PDE tooling reorganized the xml in the reverse order.

I did check the code , there is no bug associated and comment says "provide project-specific API Tools settings"
Changes with this commit are the addition of pde.api.prefs for all the plugins  but plugin.xml change is done only for debug.ui plugin.
