According to simrel requirements (http://wiki.eclipse.org/SimRel/Simultaneous_Release_Requirements_PROPOSED) GEF and GEF4) update-sites should contain pack.gz bundles, but they don't (http://build.eclipse.org/simrel/luna/reporeports/reports/pack200data.txt).

Updated GEF and GEF4 builds scripts (org.eclipse.gef.releng/pom.xml, org.eclipse.gef4.releng/pom.xml) to provide pack200 bundles when build is executed on hudson.eclipse.org (hudson.eclipse.org maven profile). Pushed changes to origin/master. 
Verified that get-master #1130 and gef4-master #1514 contain respective pack.gz bundles in addition to the normal jars. Resolving as fixed in 3.9.100 RC2.
