The problem can be reproduced with the e4-demo application which is part of the rap-e4-incubator project.

Run the application and switch between the Tabs to say layouting problems

Is this a critical issue? Can it be reproduced in pure RWT? Could the issue be solved within e4? 

The CTabFolder and TabFolder are widgets that (given the time) we would like to re-implement as one JS component, that's why we are somewhat hesitant to invest work into the current versions.

There are no more SR releases planed for 3.1.
