Reproducible with Controls Demo:
1. Start Controls Demo -> Shell Tab
2. Check "Add menu" button
3. Press on "Open Shell" button
4. Click on "File" menu bar item -> menu is shown
5. With opened menu move the mouse over the "Disabled" item -> the application is *completely* blocked.

Also reproducible with http://rap.eclipsesource.com/demo/stable/controls/#Shell - I think this is M3.

It was... but it changed about 10 minutes ago... now it is 2.3.0RC1.

Also I don't know if it's correct to show the menu when you hover over disabled item.

... and not only on hover. You can click on this disabled menu item and it's menu is shown.
