As part of the IDE startup we check for the Problems view, so we can create that view.  We added a fix as part of bug 424433 to always call showView/CREATE which is mostly a no-op if the part already exists, except it assesses the view and fires partHidden if necessary.

But we need to look at our startup and view creation, because we seem to be creating some views too early and then not firing the events in the correct sequence.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
