In Search page, search does not work if non-ASCII name directory is specified for the Scope.

Steps:
1. Create a basic project with following structure or import attached zip

Project
│
├─EngDir
│      test.txt
│
└─日本語Dir
        test.txt

2. Go to Search page by click search icon in the vertical menu.
3. Search with a term which is in text.txt with Scope: root
OK => 2 matching
4. Search with the term, Scope: EngDir
OK => 1 matching
5. Search with the term, Scope: 日本語Dir
NG => No matches

on IE10, cannot specify scope, drop-down menu is not displayed.
on IE11, it can specify scope, but the result is same with firefox and chrome.
No matches when the scope contains non-ASCII characters.
