We'll need a staging environment to start the migration of the packaging site from Drupal 5 to Drupal 7.

This entails the apache vhost configuration and DNS changes.

packages-staging.eclipse.org should do.

Lets re-use the existing www staging area, rather than build an entirely new host.

Yes, we don't need a new vm for this.
