I added a test for Bug 415700 that did a get of the workspace.json file under the workspace root. 

This test will fail with version two of the simple metadata storage since the workspace.json does not exist in this spot anymore.

We need to create new tests to create and get a file at the root of the workspace.

I have added an @Ignore on the existing test.
