	in response to the suggestion made by EG in 
	1GDI5U2: ITPJUI:WIN2000 - Refactoring: Rename Package should support multiple selection

	the migrate refactoring would have the following functionality:
	.the user specifies a mapping from old package names to new package names (no patterns - real names)
	.both old and new packages might be actually not present in the workspace
	.the mapping must be one to one
	.the sets of old and new package names must be disjoint
	.only references to packages are updated - not declarations (that is, no files are moved)
	.minimal or no checking is done wrt obscuring (it is a fair assumption that package names are not confused with 
		type and field names)
	
	possible enhancement: suport for patterns in package names
