We need to create a drupal theme based off the new look and feel of Solstice.

In an effort to centralize our Drupal effort I suggest we create a Solstice base-theme theme. 

This will allow us to share a lot of the design resources and also allow us to override some properties that are site-specific.

The solstice theme will inherit resources from Drupal bootstrap theme https://drupal.org/project/bootstrap

Drupal bootstrap theme > Solstice > Custom child theme for site-specific overrides (lts, projects, PMI)

The drupal theme is ready. Eddie is currently using it on the packaging 7 site.

I created a base for all future eclipse/drupal sites. I created the first release 7.x-1.0
