When I delivered Bug 415604, I more or less left what was there and made small incremental changes to make things work.

The HTML, CSS and PHP need cleanup. A few things I noticed:

1) The files under download.eclipse.org/orion are not in git anywhere.
2) The HTML is neither valid HTML 4.01 Transitional nor HTML5.
3) Lots of the HTML content is styled without using CSS.
4) The build download uses an index.html and download.php. This renders fine on download.eclipse.org, but rendering on eclipse mirrors fail and the downloads links do not work on mirrors either when the index.html is rendered for build folder.
