Form and FormHeading backgrounds are not painted with the styles assigned in CSS until the user focus or unfocus to other views in order to trigger again a repaint. You can easily notice it with the Dark theme.

The same happens for org.eclipse.ui.forms.widgets.FormText

After the recent changes in the dark theme, the headers are completely unstyled.

Mass move to 4.7 as M7 is approaching. Please move back in case you are planning to fix it for Neon.

Isn't the issue with the FormHeadings fixed in the meantime. For me this looks good on oxygen
