When changing the CSS theme combo in the pref page, it updates the CSS right away.  Cancelling the dialog puts it back, but sometimes there are artifacts.

I think we did this so users could see what the change would look like (within the bounds of some CSS only works after a restart or a Window>New Window).

Now it applies both the 3.x theme and the CSS theme.  Is this OK?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
