Usecase:

1) switch the 3.x theme to something different, like Extended Theme 1.

2) restart

3) switch the CSS theme from an Eclipse4 theme (GTK in my case) to Classic.

The 3.x combo box changes back to Default, which is expected.

4) click OK

5) re-open the appearance pref page.  The 3.x theme is still Extended Theme 1
