By coincidence, I noticed that kepler info center seems to be missing a lot of topics or documents.

The former (most recent release) has about 20 topics. The later, an older release, has 3 or 4 times that many ... 60 or 80 topics. 

I do not know if this is with "the info center" itself ... or if projects simply need to get "up to date" in kepler?

Can you say which version of Eclipse is "running" the info center? 
You may recall from previous bugs, it should be "the current release". (So, Indigo SR2 should be "running" the one for Indigo, and Kepler SR1 (nearly SR2) should be running the one for Kepler, I believe.

It's currently running 4.3RC4(SR0).

Just for grins I grabbed the latest RC and tried to update the existing info center(first by naively unpacking on top of the existing one, and then by doing a fresh install).  Neither option added more items to the index, both failed to play nicely with our banner and I couldn't get the sapphire docs installed via ant.  So I've reverted to our SR0 install.

Not sure if it was just the "restart", or if someone had a "bad bundle" in there that was updated?  ... but everything looks fine now. The Indigo Help has 66 topics ... the Kepler one has 70 ... so, assume all is well.
