Currently, the ThemeSheetWriter generates hard coded values for padding/margin,etc for different rules.  In the UI, it is only possible to configure color and background-color of a few CSS classes.   We should generate rules that only affect the properties that can be configured in the UI and the other properties should come from the static style sheets (layout.css and theme.css).
