1. Open editor page
2. Click on File / Edit / View, and keep holding the mouse button
3. There's a nasty blue outline around the menu item. As soon
- menu opens, the outline goes away.

The outline should not appear.

Note that users may be tabbing through these menus too. Ideally we would prevent the outline during a click, but leave it when the menu has tab focus. I believe this means hiding the outline for the CSS pseudoclasses ":active" and ":hover" (but not ":focus").
