We should move deploy cloud foundry plugin to separate bundle, so that deploy to cloud foundry service may be extended.

This is done.
the service is now available at org.eclipse.orion.client.cf/web/cfui/plugins/cfDeployService.js If needed this may be imported outside of the plugin or other CF implementation may inherit from it and do some things differently.
