The cfPlugin is part of the default plugin set, so it needs to be minified at build time.

Since bug 422699 has not been fixed, we need to add entries for cfPlugin to the following files:

1. customTargets.xml (used by PDE build)
2. orion.mini.xml (used by Maven build)
