Consider a successful deployment scenario where the application cannot be started, e. g. the provided 'command' manifest parameter is incorrect. After hitting 'Start application', the application status becomes STARTED, which is clearly bogus. In order to provide meaningful status responses, we should use a long running server task to confirm all instances are truely up and running.

I also added starting apps right after pushing.
