There is some potential for confusion with regard to download URLs.

When a project is provisioned, the webmaster allocated a certain directory for project downloads. The name of that directory can only be changed by the webmaster.

A project assemble any structure that makes sense to them within their download directory. They may then provide links into that structure as "download" links in the PMI (download URL, update sites, and downloads).

Expose the download root to committers when they view their project in the PMI. We should also include instructions on how to change the value (i.e. contact the webmaster).

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
