It just opens the file dialog for the browser.

This was changed in bug 420870 so that we could have the Ctrl / Cmd + O keybinding for 'quick outline'.

So what is the keybinding now? Because the keyboard shortcuts still says it's Cmd+O

Weird, perhaps you need to refresh your local storage?

The new keybinding is Ctrl (not command)+Shift+L.
