If there are some saved launch configurations user should have an action to re-deploy it.
There should be actions in the project editor when you select launch configuration and also in the Deploy menu there should be actions for re-deploy each configuration.

I opened bug 423612 for unregistering commands, because if we want to add "Deploy..." command for each saved launch configuration in project nav we should be able to remove them when we open another project.
