The banner should really be rewritten from the ground up.
Currently it uses the unify template's slider and uses tricks to hide the slider nature. Elements are positioned absolutely, with different positions for different window sizes.

A new, Bootstrap only, version would simplify the code and improve the layout.

This is mostly done on our end but requires changed redirects in Bug 424454.

Once those are done, we can delete the remaining .html files which are there solely as entry points for the old redirects. 

Until this is done, all changes to the download, community and manual pages have to be made in both the .php and .html files.

This comment was supposed to be in a different bug. sorry.

As for this bug, the changes are live and should handle all window sizes.

Should now work properly in all window sizes on non-antique browsers.
