The new org.eclipse.orion.server.cf bundle requires several updates to third party libraries. Direct dependency is on 

org.apache.httpcomponents.httpclient

Which in turn requires:

org.apache.httpcomponents.core

Also they require a newer version of:

org.apache.commons.codec

Currently we have codec 1.3 and httpclient requires 1.4.

Argh, after many test builds I finally discovered that the httpcomponents.httpclient bundle isn't even used! I removed the bundle dependency and got a successful build:
